THE UIA COMMITTED TO PROTECTING
20th CENTURY ARCHITECTURAL HERITAGE
The architecture of the Russian avant-garde and constructivist movements of the 1920's and
1930's is one of the fundamental elements of the Modern Movement. Many of the emblematic
buildings of this period are presently at almost irreversible stages of degradation; one of the
most tragic examples is Mosei Ginzburg's ‘Narkomfin’ apartment building in Moscow. The cultural
and architectural authorities in Russia, notably the Union of Architects of Russia and the
Russian Academy of Architecture and Construction Sciences are organising, in cooperation with
ICOMOS, Docomomo, and UNESCO, an international conference in Moscow on 17 – 20 April
2006, dedicated to the conservation of threatened 20th century architectural heritage. Louise
Cox will represent the UIA at this event.

AUSTRALIA
THE FUTURE IS NOW!
Well-known Melbourne architects John Wardle and Kerstin Thompson have joined, along with
the 2006 RAIA Gold Medalist (whose name will be announced in March), the prestigious list
of speakers who will present their ideas and realisations during the RAIA national convention
next April. Indian architect Anupama Kundoo, and Spanish architect Carme Pinos responded
to the international call launched by the Institute, as did Wolf D. Prix, of "Coop Himmelblau",
Andrew Freear of "Rural Studio", and Roman Delugan from the Viennese team "Delugan
Meisl": an extraordinary range of passionate speakers to address the theme The Future is
Now. Over one thousand delegates from Australia and around the world are expected to
attend this event that will take place at the Sydney Conference and Exhibition Centre.

VIII ARCHITECTURE BIENNIAL: CALL FOR CANDIDATURES
The College of Architects of Costa Rica will organise its next Architecture Biennial on 26 to
29 April 2006, in San José, on the themes of architecture and urban development. Architects
from around the world are invited to participate and present their projects and realisations.
A grand prize of 2 500 US $ will be awarded. Registrations and submissions are open until
7 April 2006.

EUROPEAN LANDSCAPE ARCHITECTURE BIENNIAL
The 4th European Landscape Architecture Biennial will take place in Barcelona on 23 to 25
March 2006, organised by the Association of Architects of CatalonIa, the Polytechnic
University of CatalonIa, and the assocition the Friends of the Polytechnic University of
CatalonIa. The Rosa Barba Prize will be awarded on this occasion, to lanscaping projects
created in Europe between 2001 and 2005.

IRELAND
PROTECTING THE TITLE OF ARCHITECT
The government of the Republic of Ireland recently published a bill that introduces, in particular,
legal protection for the title of architect. The Royal Institute of the Architects of Ireland will
become the official registration body for architects, and a series of regulations concerning
standards of accessibility and improvements in energy efficiency will be put into effect.

JAPAN
MAGNIFICENT OBSESSION: Heritage and the buildings of Frank Lloyd Wright in Japan
The world premier of Magnificent Obsession, realised by Karen Severns and Koichi Mori, will
take place in Tokyo next March 27th. This is the first documentary about Frank Lloyd Wright’s
realisations in Japan, where he lived and worked for six years. The film retraces his fascination
for Japan and Japanese architecture, as well as the fascination of the great contemporary
Japanese architects for Wright’s work.

BEIRUT SEMINAR: REBUILDING
An international conference of the UIA Work Programmes Intermediate Cities and World
Urbanisation and Architecture and Tourism will take place in Beirut on 7 - 9 March 2006,
on the theme Intermediate Cities: architects, promotion, and tourism facing (re)construction.
Representatives of UNESCO and UN-HABITAT have been invited to participate in this conference
to analyse ways to face the need for reconstruction or restructuring based on urban or
territorial transformations, tourism, or destruction resulting from natural disasters or human
conflicts.

WELCOME TO THE UIA BEE WEBSITE
Created by the UIA Architecture and Children Work Programme, http://uiabee.riai.ie, is an
electronic portal for the international exchange of information and experience on teaching
young people about architecture. Its goal is to encourage and facilitate the partnership between
architects and teachers, in collaboration with schools, parents, educational authorities,
and governments.
Having started with a small number of countries, the Work Programme is now seeking to
expand the site to include as many countries and languages as possible. Any UIA Member
Section that has or develops a BEE (Built Environment Education) section on its own website
can link to the UIABEE portal and so provide international access to materials, resources, and
activities in its own country.

CONFRONTATION OF STUDENT PROJECTS
The deadline for submitting projects in this confrontation is 19 June 2006. Organised by the
International Federation of Landscape Architects, the competition theme is Damaged
Landscapes: air, water, and land in crisis. The competition is open to students of landscape
architecture, who may participate individually or form teams including students from other
fields, such as architecture.
A first prize of 3 500 US $ and a second prize of 2 500 US $ will be awarded.

EUROPEAN URBAN AND REGIONAL PLANNING AWARDS 2006
The European Council of Town Planners (ECTP) issued a call for candidatures for the sixth edition
of this award that seeks to spotlight strategies, plans, or realisations that make a significant
contribution to the quality of life in European cities or districts.

STRENGTHENING SOCIAL COHESION
Submissions for this year’s edition must be made before 15 March 2006. This is an honorary,
biennial prize co-organised by the Architecture Foundation of London, Architektur Zentrum of
Vienna, the Contemporary Culture Centre of Barcelona, the Institut français d’architecture in
Paris, the Netherland Architectuurinstituut of Rotterdam, and the Museum of Finnish
Architecture in Helsinki. The international jury is placed under the chairmanship of Elias
Torres, architect (Spain - CCCB), and is made up of the directors of the above institutions.
The European Prize for Urban Public Space aims to reinforce and raise awareness of the process
of improving the public aspect of urban spaces in Europe, and encourage the capacity of
such spaces to strengthen social cohesion.
The conditions and all information needed to participate in the 2006 edition of this prize,
including the registration form, are available online.

EUROPEAN PRIZE FOR URBAN PUBLIC SPACE

DATO DR IKMAL HISHAM ALBAKRI
Hisham Albakri passed away on 14 January 2006, at the age of 76.
Hisham Albakri graduated from the University of Sheffield in 1956, and worked in the
Malaysian Public Works Department (JKR). He obtained a post-graduate degree in tropical
architecture from the Architectural Association of London, and in 1964 opened his own office
with Victor Chew: Kumpulan Akitek, which became one of the most important firms in
Malaysia. He realised vast hotel projects, the Putra World Trade Center, the National Library,
and other public and commercial edifices.
He was actively involved in supporting and promoting the profession on the national, regional
and international levels. In 1967, he became the first President of Pertubuhan Akitek Malaysia
(PAM), and in 1992 received its prestigious Gold Medal. President of the Commonwealth
Association of Architects (CAA) from 1987-1989, he was a founding member of the
Architects' Regional Council Asia (ARCASIA). In 1993 he was elected to the post of UIA
Council Member, and served as UIA Vice-President for Region IV from 1999 to 2002.
Recognised on the international scene, named Honorary Fellow of the Royal Architectural
Institute of Canada (1988), and of the American Institute of Architects (1989), presented
with an Honorary Doctorate in Letters by the University of Sheffield (1992), Hisham Albakri
received the ASEAN Achievement Award in 2001.
Dato (Dr.) Hisham Albakri was respected for his deep commitment to the profession, as a
practising architect and one dedicated to the promotion of the architectural art. Esteemed as
a Malay gentleman-architect, he incarnated the old school as well as his generation.
The UIA General Secretariat expresses its most heart-felt condolences to his family, his friends,
his colleagues, and the Malaysian Institute of Architects.
